An Owner’s Representative (OR) services should not be redundant or overlapping services in that they are advisory services to the owner and not conducting the actual design or construction work. Of course, it is possible that there could be overlapping services and each provider’s scope of work should be reviewed to make sure that the client is not paying for the services twice. The OR has the knowledge and experience in the field, contract administration, contractor negotiations, estimating and budgeting, constructability, design reviews, financing, scheduling, and other aspects that bind the overall project team together. In its simplest form, an OR is an extension of the owner’s in-house staff that is a professional, independent, unbiased third-party who can provide the technical advice, expertise, and guidance with the knowledge and experience in many aspects of the commercial construction process.
The Owner’s Representative is the pivotal linchpin for systematic approach and communication between the design team, contractors, governmental entities, capital resources, legal, accounting, and the owner. The Owner’s Representative is like the conductor that helps the orchestra work in harmony or the coach that calls the plays and can see and direct the many team members with the different skill sets to work together to win the game and have a successful outcome.
